as a placement indicator. The photographers are lined up with that doormat. I'm guessing that he was supposed to stand just behind the doormat, facing the photogs so the words and the flag showed up in the photos. Being Dubya, well....you know....

Look at his feet too, it looks like someone was telling him which way to stand and he couldn't quite get it right. His feet are awkward, pointing in different directions.
