Why the HELL do they feel they have to "fix" the Geneva Conventions?

Seriously, why do they feel they have to fix the conventions that have been workable for 50 yrs EXCEPT to give the president dictatorial powers and to make sure they will not get prosecuted for war crimes? Is there another reason? Wild rhetoric aside, is there?

all of a sudden, terror is everywhere, and we need a "war on terror"
