Stops the debate, allowing his words to sink in and everyone else to debate. He also had an urgent piece of bidness to attend to, I forget what it was. He was originally scheduled to speak much earlier and got jacked around. This is very effective & made specter look stupid and ill at ease and ill informed. Double teaming with Durbin was good, too.

ever possible on Dems. Frist & Specter created last minute surprises without informing Dems. 1st - not honorable tactics, which Reid called them on before Feingold spoke. Hard to exactly describe, not knowing the rules, just knowing/feeling the nastiness of their words b/4 Feingold spoke.
There was no agreement that Feingold would stay after his Censure Resolution to enter into debate w/ Specter, and when Specter suddenly called him to stay where he was after he had finished, it was a bully tactic in appearance.
