In Tal Afar, the American military is using a strategy they've dubbed "clear, hold and build" - Now, that strategy had a different name during another war. It was then called the "expanding oil-spot" strategy. That different war was Vietnam.
And we all know how well that worked for America.
It's the the same old "spreading democracy"(or Domino Theory/effect in reverse) Bush has been spouting
Where you gain a foothold in one area and build outward - overflowing into the next city and then the next city ...hence the expanding oil spot imagery.
and again, we all know how successful that was for America
