They vote for the president if they live in the US but NOT if you are a resident of Puerto Rico. Why? Because the Supreme Court of the United States of America said so in 1922 (US citizenship was granted in 1917). You can look up Downes v. Bidwell and Balzac v. The People of Porto Rico for reference.
Yes PORTO RICO, not PUERTO RICO. Congress decided to correct all the statutes and judicial opinions written with the proper name of the island 35 years after the PR invasion. It took them 35 years to get it right.
Balzac v. The People of Porto Rico laid the basis to construct Puerto Rican US Citizenship as a second class citizenship. Puerto Ricans in the island will not enjoy the full rights of American Citizens by law. There's been attempts to change the ruling but the Supreme Court won't rule on it. Even members of the forces such as US ARMY Reserves in PR or the Puerto Rico National Guard aren't able to cast a vote for the President but can died for his failed policies. They can only vote if they move to the US.
This was the interpretation of the Supreme Court: "Alaska was a very different case (????) from that of Porto Rico. It was an enormous territory, very sparsely settled and offering opportunity from immigration and settlement by AMERICAN CITIZENS. It was on the American Continent and within easy reach of the then United States. It involved none of the difficulties which incorporation of the Philippines and Porto Rico Presents".
So there you have it. It is already assumed that Puerto Rican US citizens aren't AMERICAN CITIZENS just like Tucker thinks!
Other facts about Puerto Ricans living in the island
Puerto Rico is a Commonwealth which means that it is an "unincorporated territory of the US" but with its locally elected government. The Jones Act of 1917, granted Puerto Ricans US citizenship.
Conservatives think that PR's do not pay Federal Taxes and that is untrue. Puerto Ricans do pay federal taxes IF THEY WORK FOR THE FEDERAL GOVERNMENT (regardless of where the job is located, so even Puertorrican soldiers in Iraq have to pay federal taxes). And of course, they DO pay "state" taxes (Local economy taxes) which are even higher than that of FEDERAL TAXES. They also pay for social security, Medicaid and Medicare. etc. Puertorricans fall under the selective service act, so they can be drafted into the US Armed Forces.

presidential primary. That's it though. I agree that its mostly a second class citizenship. Not good enough to vote for the president, but good enough to serve in wartime.
