According to Obama's memo:
"All agencies should adopt a presumption in favor of disclosure, in order to renew their commitment to the principles embodied in FOIA, and to usher in a new era of open Government. The presumption of disclosure should be applied to all decisions involving FOIA."
This statement is almost certainly meant to address a controversial memo issued by John Ashcroft in the wake of 9/11, which ordered agencies to disclose information only after considering all possible reasons to withhold it, and assured them that government lawyers would defend their decisions in court unless they had no "sound legal basis." Many open government advocates believe Ashcroft's policy effectively gutted the FOIA over the past several years. Today's memo doesn't explicitly reverse that policy, but directs the incoming attorney general to issue new FOIA guidelines to agencies "reaffirming the commitment to accountability and transparency." This is a big step in the right direction.
The memo doesn't stop there. It goes on to say:
"The presumption of disclosure also means that agencies should take affirmative steps to make information public. They should not wait for specific requests from the public. All agencies should use modern technology to inform citizens about what is known and done by their Government. Disclosure should be timely."

What I really don't understand is how right wing head cases with a microphone (too good a description for Limbaugh) don't see the diminishing return of their being water carriers anymore. Wasn't Olberman talking tonight about some journalist, after seeing that their counterparts were about to go to the other side instead of continuing to peddling lies, said the reason was that the other direction was "smart"?
What am I saying? Limbaugh isn't into journalism, and he's not smart. He can't eat or medicate his way into finding nirvana. He's just ballooning into obscurity and doesn't know the difference.

I've google trying to find out but I can only find a list that dates back to '03.
Also, who are his listeners? We all know someone who listens to this asshole. Here's my description of them. See if you don't agree.
I think most of Limbaugh's listeners are not only uninformed, but undereducated and delusional. I also think they have many personal issues in their lives and they use progressives/liberals as targets for their misplaced anger. Their true anger lies with themselves, their background, and their situations. They are not the most mentally healthy people and I think they certainly lack the capacity for much objectivity in other areas of their lives. They need something 'safe' to hate. They have little else to motivate their lives. They hate liberals, they hate the better educated, they hate gays, they hate minorities, etc. Hate keeps them from self-examination.
Some of these people can become dangerous. They fantasize about killing the objects of their hate and upon occasion, they have acted upon these fantasies. Take what happened in Knoxville Unitarian church last year for instance. This makes what Limbaugh, and those like him, truly dangerous for society for more than the obvious reasons.
