I can't judge their reasonings may be well-meaning, but when shipping companies give millions of dollars to these pirates to release a ship, they give them every reason to do it again. When you put out food for a stray cat, do you think it encourages it to NOT return the next night looking for more? (no, I'm not equating cats to pirates <grin> just the process)
