She is not frumpy. It appears that she is wearing a rather nice dress and her hair is done. The beautiful people may not approve but she is not frumpy.

Funny, I thought she's a beautiful person whose inner values are clearly exposed through her "plain" veneer; that is, she spent her
younger years unselfishly taking care of her mother & putting herself last. I didn't see her as frumpy, although I'd advise her to thin her eyebrows a little. With the help of professionals, she could easily look like a beautiful swan.
