I'm not so sure that Obama just meant the lawyers. I think that the lawyers were charged with preparing those memos and that that by formulation of the legal decisions, Obama might be referring to those who authorized the torture also.

I just don't think that they can make charges stick against the lawyers who wrote the memos without charging those who authorized or ordered (whichever it was) the torture.
