2. FDR originally...
...opposed the creation of the FDIC, on the advice of Sen. Carter Glass, of Glass-Steagall fame. The idea was strongest in the Western states, and is a legacy of Populism. John Nance Gardner, FDR's first VP, who was involved in bringing state-chartered bank insurance to Texas, helped push it through Congress.
