For birth between December 24, 1952 and November 13, 1986, a period of ten years, five after the age of fourteen are required for physical presence in the U.S. to transmit U.S. citizenship to the child.

I did a bit of research last night and the provision has been upheld (?) in the case of a 16 year old man who had a child with an "alien" overseas. Obama's mother was a few weeks/months short of her 19th birthday when he was born. So, the conspiracy goes, there was good reason for his parents to rush back to the US and fake that the birth was in Hawaii by planting the birth announcement and birth certificate (with no doctor's name or signature or name of hospital etc.)
