The City of Pittsburgh is the largest municipality in the 14th Congressional District. It contains more than half of the district’s population of 530,000 people.

When Santorum was in the House he represented the 18th district. Doyle is the 14th district. I'm not sure if Santorum's PA house is in his district or if it ended up there as part of the gerrymandering that was done in 2003 since Doyle's district was the 18th and was moved to the 14th.
