Sachs was an economic "Shock Doctor". He played a big role in exporting "Washington Consensus" economics to the nations that split off from the expired Soviet Union and other countries. Sachs and other "Chicago Boy" economists gave direct advice and aid to repressive regimes that employed death squads and torture to enforce their "economic reforms". In that sense, Sachs could be said to have aided and abetted people who committed crimes against humanity. Such people are commonly referred to as "accessories".
It seems to me it would be fairly easy to charge Sachs and his brethren. It might be way difficult to obtain an actual conviction.

I thought that was mentioned toward the end of 'The Shock Doctrine' or Naomi Klein may have mentioned it in an interview. I think Sachs realized the harm that he caused.

Praising Ireland for guaranteeing all money in the banking statement. Avoid "self-fulfilling panic" i.e., runs on the banks. "We're nowhere near a Depression." Agrees with raising FDIC level. Wants money market funds to keep funding banks. Says he would have "held his nose and voted for it", re: the bailout. But we're going into a recession either way because of credit crunch. Says we should invest in mortgages that are going into foreclosure. All in all, didn't sound too bad. Maybe the "Shock Therapy" headline was used as an attention-getter.
