Lets look at what bowing is. In some form, it is what people that can not argue their point of view do when they follow something without knowing why. Or it may be agreeing with something out of respect, believing in the same ideals.

Did those that followed Rove and Cheney tactics bow before them for years as they refused to do anything, or say anything against them? And by extension, who were they bowing before.

Simple signs of respect is far less then patterns of actions over years. It is quite possible, many people were bowing for years in front of a few people that openly spoke of doing the darkside things.

It is possible that guy does not even know what his sign means.
