It describes the kind of guy you would meet anywhere. The man-child is immature, spoiled, likes to get blissed out and hang with his buddies, has no ambition, will probably never grow up and move out of his parents' basement or the sock, beer-bottle, pizza-box infested apartment he shares with a couple of equally blissed out losers.

It's not racist, but it's certainly no compliment.
