I see the meters are expired but not what it has to do with ..we the people.

13. It's about the jigsaw

"people" (as in: US citizens) is just one of the possibilities. The French "gens" and the entire polyglottic myriad have an equal chance to connect to the jigsaw piece "We the..."

And anyone willing to insert a coin gets some time to be "We the...", just like in a parking facility.

It is a comment on the chances international corporations have to "hire" elected officials in the United States, even if said corporations are controlled by foreigners.
