I was thinking of using some super stiff fusible interfacing and some sparkly lightweight fabric. Any suggestions, or should I just buy some wings?

that you bend partially into shape, then affix the fabric to it either with glue or a simple stitch. That will allow you to use transparent sparkly stuff and that looks really neat.
Even the stiffest fusible fabric is going to droop sooner or later. Lining it with posterboard might help, but that starts getting a bit heavy.
