Mikulski voted in favor of the FISA bill, which granted immunity to the telecom companies who cooperated with the warrantless wiretapping of U.S. citizens. Maybe it's time for new blood.

She is a very moderate Catholic Democrat who, if she retired, would most likely be able to campaign for her successor. This senate seat would not go to a Repuke.

Ben has been such a reliable progressive! He has been great. So as long as we still have him, I can put up with Mikulski.

his vote. You know how it is. Bills may contain provisions that legislators cannot go along with, so they are forced to vote against the entire bill, even though they may philosophically agree with the bill's underlying merits.

Rockefeller, who chairs the Finance sub-committee on health, was the first to say he would. I suspect that reason was that adding it as an amendment could have unraveled the entire deal. (Maybe by losing Carper, or even Menendez or Lautenberg - though they are very dependable votes.
Here, it might be the reverse of what you described - they voted against an amendment to save the bill. If so, after healthcare was passed (a likely outcome then), they could have tried to pass it as a stand alone bill, though then they might have lost the phony Republican support.
