Under the current tax rate of 35% it shows hardly any job growth, yet under the 28-31% it shows growth at 1.0.
How does that work out exactly?

That 1.0% was the job growth then. Bit anemic compared to the 50s-60s growth rate with 70%+ top marginal rates eh?
