Is that you guys browsing through trying to decide which to answer, or do people come in here and click on "Question submitted by so-and-so" dozens of times even though it's clear there will be nothing to see?

We prefer to answer as many questions in one go as possible because if we come in here and answer one at a time then the people we don't answer might think we're ignoring them. But usually we need a chunk of time to answer all the questions. During times when we don't have a chunk of time to answer everything we will sometimes skim through to see if there is anything particularly pressing. I doubt that would account for dozens of views though, so I guess your latter suggestion is possible.
Edited to add: I was just reminded that the moderators can also read questions in ATA before they are answered by the Admins, so they can give us any additional information about a particular question if they think it's necessary. So some of those additional views you are seeing come from the mods.
