3. IIRC, the word terrorism was never once uttered publicly by the Bush administration prior to 9/11.

(1) Cheney shitcanned the Hart-Rudman bipartisan report on terrorism....he was too focused on the hostile takeover of Iraqi National Oil.
(2) Subs that were tasked with taking out OBL with Thomahawk missles were redeployed elsewhere.
