Rick Perry is not very intelligent and would be destroyed in debate (if he agreed to do one, something he has declined to do in Texas).

He's a typical Republican governor.
Wants to drown the government in the bathtub. To do so, he's trying to ruin state higher ed, public ed, social programs, just like your typical Republican asshole.
He is completely bought-and-paid for by wealthy donors. He then appoints them to positions for which they have no credentials.
He has made progress over the last five years or so with his speaking/speech-giving ability. Some training in that has made him appear a little more intelligent than he really is.
Formidable? Given the current slate of Repub candidates, I'd say he's up there. But in a recent survey of Republican Texans, they prefer Palin and a couple of others over Perry. I think he came in fourth or fifth. He'd have to win a primary here, and I don't know if he could do it.

I think he is a joke and won't ever be able to live that crap down. To many other similar candidates out there for him to gain an advantage with that baggage.

Here are a few: arrogant, mean-as-a-snake, ideological, a poor governor - not a leader, no new ideas, wily, dumber than G. W. Bush. Get the picture? Texas is in a terrible condition economically because the governor refuses to even consider any new ways of funding the states needs, refuses to use our "rainy day" fund (and it is storming); our state ranks last in so many ways it is ridiculous. Thousands of teachers are going to be laid off, and vital social programs are going to be devastated (nursing homes, home health care, help for disabled, to name a few) under Guv. Rick's leadership.
