(Mainichi)Election officials at local governments in quake-ravaged areas appear relieved after the House of Representatives voted down a no-confidence motion against the Cabinet of Prime Minister Naoto Kan on June 2 because they are unprepared for any election.
Under Article 69 of the Constitution, if the chamber had approved the motion sponsored by three opposition parties, the prime minister would have been required to either call a general election or resign with his Cabinet within 10 days.
However, election administration commissions in Iwate, Miyagi and Fukushima prefectures, hit by the March 11 Great East Japan Earthquake and ensuing tsunami as well as crisis at the crippled nuclear power plant, have been unable to even hold prefectural assembly elections, which were scheduled to be called in April.
