Bill of RightsThe Bill of Rights is the name by which the first ten amendments to the United States Constitution are known.<1> They were introduced by James Madison to the First United States Congress in 1789 as a series of legislative articles, and came into effect as Constitutional Amendments on December 15, 1791, through the process of ratification by three-fourths of the States.
I don't know how they're celebrating at
George Mason Elementary School, but at least one incoming freshman congressman is "honoring" them by urging that the First Amendment be gutted.
