There is no chance in hell that the republicans were/are going to pass any bill other than one that included extending the tax cuts for the top income earners. Unfortunately this is one of those times you have to hold your nose and approve it as it was better than the alternative, which was tax breaks for all goes away.

They mean nothing legally. Obama has used them http://www.coherentbabble.com/listBHOall.htm. So what. All it means is that a president is unhappy about a section of legislation but he is not unhappy enough to veto it. The legislation still stands. The statement is sometimes used if the law is challenged so the judge can get a sense of the president's view besides just his signature. Congress does their own version of signing statements. If you look at the beginning of most legislation it says "Being the sense of Congress that ......" That is Congress' version of a signing statement.
