7. Actually, they cut the payroll tax and extended the Bush Tax Cuts.

The Republicans were holding hostage Unemployment Benefits until the Democrats agreed to extend the Bush tax cuts. Part of the deal also included cutting payroll taxes and partially making Social Security dependent upon the General Fund to make up for the short-falls.
