Retrofitting schools with energy efficient technology would allow the government to directly hire for labor-intensive work and also give a boost to the clean energy sector that Obama has said could be an important U.S. economic motor.

Maybe it's just my view from CA, but even affluent local and county governments don't have any money for infrastructure, and they all foresee future cuts in budgets— which doesn't encourage taking on new debts.

Is the infrastructure bank offering 0% interest loans with flexible terms for repayment? Somehow I doubt it. (If so... maybe I should visit one so I can "reinvest in my own personal infrastructure... and pay them back whenever I get around to it.)

Retrofitting schools is really just infrastructure work for a different government agency (school districts rather than the city/county/state proper)... which again brings up the question of interest in acquiring new debts... when teachers are being laid off left and right. District discretionary funds that would be required to pay back an "infrastructure bank" loan would come directly out of the funds being used to pay for teachers... unless the district is able to pass a bond in a general election, in which case the infrastructure bank is rather superfluous as the bonds would finance the retrofitting without the need to turn to an "infrastructure bank".

Patent reform and payroll tax holidays are gimmes to corporate interests based upon the delusion that it is payroll taxes that are keeping corporations from hiring and the assumption that allowing corporations an easier time getting patents will lead to them hiring to develop products based on said patents (as if the majority of new production won't occur overseas, but profit the corporations involved highly).

You know, he's going to try to sell this to an audience that is waiting for JOBS. NOT tiddly pissy little bits and pieces that will benefit the WEALTHY more than anyone else.

9. How about a doing something real

Take a trillion dollars and Create a new WPA, provide one paid job for every family in America where the breadwinner suffers long-term unemployment. Not only fixing up what we have we should create (NEW)bridges and roads. Detroit and many other cities need a serious face lift. High Speed rail needs to happen. Investing money to clean up the failing neighborhoods where housing busted and foreclosures killed the area will go a long way to getting the housing market back in top shape. As part of the WPA, create a seperate organization just for the youth, the young jobless that need to get experience, need externships and internships that the government can sponsor through work programs where they may share the workers salary with the company for a given period of time, i.e., Best Buy Geek Squad has an opening for one person, the government tells them to hire two and the government will share the cost of second new hire via a payroll portion from this new program. A program like that could virtually double all new jobs and employers would love it because they are getting the worker at half price, the worker gets experience and hones their skills and is now marketable and the government gets a portion back in income tax because the worker is now employed.

CONS will be out front hollaring about the deficit but this is revenue neutral and here's why.., its way past time for a VAT the rich will pay 10 percent VAT for any goods and serivces over a specific amount i.e. 500 dollars. If you don't want to pay a VAT don't buy anything over 500 bucks.... simple.....
