Remember when the repubs downgraded terrorism as a threat

I wonder if anyone can show me good, well sourced accounts of that, including
some of the bonehead things that Ashcroft and others were saying at the time.
Seems to me Ashcroft warned some subordinates not to talk to him about
terrorism any more....?
have an idea for a blog post relating this to current events...
