...poor local preparation and precaution? I know there were a ton of issues that caused the problems that were had down there, but if I remember correctly that was one of them.
Another was the moron that was President and the other morons he put in charge of things who were calling shots at the federal level.
But I don't think if NY handles this better than that was handled that it's some sort of conspiracy. It's also a matter of lessons learned from Katrina. If Irene happened first, especially under Bush's tenure then it's every bit possible that it would have ended the same way Katrina did.

Water in levees was above the houses. The ground was useless without the levees and so it was poor folks who lived there and bushco didn't care.
Someone asked me today about all the people who live under NYC. They said there are many who live underground. Was surprised to hear that. They must be poor people, too?

The levee system that was in place before the storm.
They should have moved the people out, or made the levees stronger.
Or, as I said after the storm, before the levees got topped, they should have had a controlled flood which would have kept the levee from busting.

Whenever something happens in a major media outlet, it gets a lot more attention.
For those of you old enough, remember the coverage of Air Florida Flight 90, which crashed on January 13, 1982 on the 14th Street bridge and the Potomac. If that crash had occurred almost anywhere else, it would have been covered on the 10 o'clock news, and then not much else after. Instead, it stayed in the public attention simply because it occurred in Washington DC, a major news outlet.
This is not to denigrate the loss of life on that flight, but just to point out that sometimes it matters where something occurs.
A 5.9 earthquake in, oh, say Missoula, Montana, would have barely been a blip on the radar. But centered near our nation's capitol, is big news. It's understandable, if a little frustrating to those who live in the Missoula's of this country.
