The line is from "Elizabeth," 1998, by Michael HIRST. It seemed to be a universally known and accepted concept. Then, as with all things CHEENEE who can shoot somebody in the face and not be questioned, it became a topic of discussion, debate, doubt, as if there were an opposing side, the same as evolution and climate change are now treated as open to discussion (meaning, DOUBT).
