I don't understand why you wish to argue that your headline is factually correct because you then qualify it in the body of your OP...it is factually incorrect, misleading and in general not a good ideal.

Yes Washington was elected in NY but NY was not the first capital...

The answer to the question you actually asked, the first capital of the United States, not a colonial capital, not the site of the Continental Congress (i.e. before it was the United States), is Federal Hall in New York.
