CBS news says most insider trading is not brokers fault

Brokers' relatives put pressure on the brokers; and the brokers knowing fully well that they are doing something wrong, succumb to the pressure and divulge information they are supposedly not allowed to make public for the benefit of the brokers' relatives - and possibly the benefit of the brokers in some cases. And we are supposed to accept the explanation that it is not the fault of brokers?

Hmmmmmmm! I am not sure I get! CBS, please help me out with further explanation.

15. Hope they gave Congress proper credit - must be nice to know how a vote

is going to turn out and be able to make some money off it in advance. There's no statistical way so many in Congress can enrich themselves at such a higher than market return consistently.
