There are at least ten places (malls, business parks, or other gathering areas) in San Diego alone that have that sort of plaza with planters, small ornamental trees, and a long row of three low steps that lead to a dining patio area outside a chain eatery or deli location (the red and yellow patio tables with umbrellas and benches in the background). No Palm trees, so you can't say it for sure it might be the South West or South East. No traffic in the street behind them, just a flow of pedestrians.
The "Occupy" sign was conveniently obscured, and the one sign on the ground in the beginning looked like it was in Spanish, I could make out only the second of the four words apparently on it and that was "de", well, it could have been a "the".
Or it could be that a group of six people, a bunch of homeless camping out, a couple signs scattered about, and an otherwise staged event at a business park/building after hours. Or any number of kids that would be filming themselves doing something "outrageous" to claim protester street cred without too much risk or work.
Might be one of the building frontages near International Plaza across from the Emerald Towers. Could be a couple places - business park complexes - out by UTC. Could be SDSU or UCSD. Could be San Fransisco, Seattle, LA, Chicago, or even Miami. Somewhere that it's probably between 50 and 60 degrees at around 9:00 - 10:00 at night and slightly cloudy. Doesn't look like the City Center Convention area - I tried mentally moving around there, but the traffic level is not right for that area, and even with a narrow range of vision, the building set-up. perspective, and distances are wrong.
