Who would attack someone and then start attacking the crowd of people who come to their aid?

Oh, that's right, terrorists would do that. As they have in Iraq and Afghanistan. First they set off a bomb, then when the ambulances and police come, they attack with RPGs and AK47s.

Looks like someone's been taking notes.

And yes, I think it's definitely approaching (or long ago crossed?) the line of state terrorism. "Less lethal" state terrorism, perhaps, but state terrorism nonetheless.
