I can guarantee that some of the top lawyers in California will be fighting to find a spot on Olsen's legal team, there is almost certain to be a huge lawsuit in his case. They are not responsible for his medical bills yet, but they will be.

The weapons weren't used for crowd control. They were used after the protesters became violent... now where's that darned video that backs up their story?

Look at sections:
V.F.2-11 (direct-fire non-lethal rounds; "shall" provide first aid and transport to hospital to anyone hit by such a round); VI.M. (tear gas only as a last resort); and VI.N. (flash-bang grenades "shall" be deployed a safe distance from the crowd).
Just seeing that one video of Scott Olsen, I can name multiple violations of this policy.

It was a fun read.
Realize these are pretty vanilla flavor and FYI the department should have had EMS standing by. In the riot I was at, EMS command, none would have blinked if cops used lethal force. Conditions for that were met. They never used any of those things, and yes we did take a few people to the hospital.
It is through the looking glass in so many ways.

He will be all but a happy camper.
It makes sense why legal aide to the mayor is considering resigning. I think a few in city government are under legal jeopardy. No I am not a lawyer, but that's my read on the rush for cover and quick reversals in policy.
