OK, everyone knows the obvious answer: to try to compensate for their bad policies through gerrymandering. Several have questioned the Constitutionality of the plan, arguing that leaves thousands of Citizens with no votes for six years.

The outcome of Round Two in Wisconsin’s recall wars could have as much to do with fights over process as fights over public opinion.

Take the question of which political boundaries to use in legislative recall elections next spring or summer: the old lines in use since the 2000 Census or the new lines drawn for the 2012 elections?

The state’s top election official says the old lines, citing the language in the redistricting law Republicans passed earlier this year. But Republicans want to use the new lines, and may take the issue to court or try to pass new legislation.

How much difference would it make politically? A great deal.
