1. the one thing i notice most is how the police will surround the situation

trying to block anyone from seeing what they are doing. this seems to be the MO in all of the videos i am seeing. A group of cops will surround the ones doing the beating of the person ALREADY in cuffs and try to prevent the videos or pictures of it.
