Some parents are even getting their children "chipped". And they are getting smaller, cheaper, and more common. All Israeli soldiers are now chipped and it's just gonna grow.

Germany has denied him a patent in their country as such a device would apparently be illegal under German law, but that doesn't mean all others have denied him a patent in their countries as well. The guy filed for one in Germany in 2007, so it's a safe bet he did so in other countries over the past 4 years. No idea on the status of those applications.
