1. They're good terrorists

America doesn't bother good terrorists and dictators. In fact, America supports those. Don't we still have one living free in Miami? Some guy who blew up a plane heading from Venezuela to Cuba with an Olympic team on it? And he killed some poor bystander in a hotel bombing, too. Is he dead yet? Or still retired in Florida?
