In all the years I have lived under his regime down here (been here since the chimp regime) I have never seen the man so much as smile never mind make a joke (good or bad) or show ANY facial expressions like he did in that speech. Ever. EVER. My Jack Russell has a better personality than him. Perry is like a pet rock.
I imagine his handlers probably were locked in a room somewhere applying for positions in another repuke candidate's camp and decided collectively "fuck him, we're outta here, anyway. Let him stay out there".
