Some of this sounds alot like the repackaging of the various illegal BUSH/CHENEY administration's post-9/11 "national security programs" by the Obama administration (for but one example I recall former Deputy Director of Defense Paul Wolfowitz's 2002 USAF intelligence based TALON/Threat And Local Observation Notice).
Of course things have changed-today's USAF doesn't allow it's members to access dozens of press organizations like The New York Times that have published WikiLeaks releases as detailed in the recent Stars and Stripes article by Kevin Baron below

Since all these "reports" of "non-criminal activity" are going out to, at a minimum, the 72 US based "intelligence fusion centers" (whatever they are) and God only knows where else it's important to remember that this now includes Walmart and other retail stores and property-then the private intelligence contractors and sub-contractors employed by the US intelligence community for their expertise can do their thing (whatever that is).
