KORIYAMA, Fukushima Pref. — Koriyama, Fukushima Prefecture, began removing the topsoil from playgrounds at its elementary and nursery schools Wednesday, following radiation leaks from the nearby Fukushima No. 1 nuclear power plant.

Surface soil at Kaoru Elementary School and Tsurumidan Nursery School was dug up, city officials said, adding the soil will be discarded in local landfills.

2. Does this make any sense?

1) I thought Fukushima, and the surrouding area, was/is being evacuated

2) Won't the soil just get re-contaminated?

3) The whole area is contaminated, not just the soil

4) If the topsoil is so contaminated & dangerous, looks like the workers in the pic aren't taking any precautions for themselves

What else am I missing?
