They said the reason why they were no longer allowing the SA bell ringers is because it is against their corporate policy to allow solicitation and they had decided to make it apply fairly. Apparently they have had to deal with many such requests and it wasn't fair to the other organizations they had turned down to allow the SA to continue. Their decision had nothing to do with how they feel/don't feel about the SA.
BTW -- Target does earmark a certain % of their profits (5% I think) to go towards organizations in the communities Target stores are at, such as schools.
