Bush will have a head start in framing the draft and it will take time for college students get organized and reply.

I suspect they will be the primary target of the draft.

The FAFSA student financial aid application requires registration with the selective service.

Next, they will expand the use of women in combat.

And finally, they will relax their objections to gays in the military.
