Worse comes to worse, they could always recruit from within, say, the Marines; only inviting the best of the branch for the specific skills they require.

I thought that was the way the SEALs added to their ranks all along; I didn't think anyone could simply enter the SEALs straight from a recruiter's office.

Furthermore, if the Pentagon simply can't get the qualified men the SEALs need, I doubt they would water them down...I'de think they would enlarge or create more "task-forces" with the lower standard recruits. Possibly water down the Rangers before the Seals, if it came to that.
