martial law and kill posse comitatus for once and for all. The good people of NOLA wouldn't comply, so they finally had to relent and let supplies and provision come in, but just a little. That started on Friday after Katrina hit and was a big media deal on Saturday when Bush was there for photo ops.

And THIS is what Roberts is for--to extend *'s "powers".
This whole thing was premeditated for two reasons:
1. Get people to distrust the agencies "in charge".
2. Privatize the duties of these "inept" agencies.
