This is not a republican talking point. Even mediamatters.org (a solid, reputable liberal website) recognizes the media consortium study indicating that Gore still probably would have lost under the limited recount that he sought. In order for Gore to have won, he would had to have "found a way to trigger a statewide recount of all disputed ballots." http://mediamatters.org/items/200502220004. But Gore did not ask for a statewide recount.
