7. His plan is a compromise
Insurance companies would still exist, but people could opt for a governmental plan. He wants to put insurance companies in competition with the government. This would slowly dry up private medical insurance, instead of closing them up and have many, many people losing their jobs. I don't think Clinton's is structured that way.
