APMANHATTAN, Kan. (AP) - Defense Secretary Robert Gates is hoping for more help from civilian experts when it comes to winning the war against terrorism.
He's calling for the creation of new government organizations, which could provide non-military expertise -- or "soft power" -- in areas like communication, economic assistance and political development. Teams of experts could be sent abroad on short notice to supplement military efforts.
