the solution to all of the USA's economic woes are tariffs.
What happens when Country A places a tariff on imports from country B?
Retaliatory tariffs is what.
US "Tire" Tariff (2009) = Chinese Tariff on US Chickens (2010)
US Steel tariff (2002) = Threat to retaliate with European tariffs on products ranging from Florida oranges to cars
Smoot Hawley tariffs (1930) = Retaliatory tariffs by Canada, France and Great Britain
If you think for a second that Country B will stand by and allow Country A to dramatically impact A's economy you are being naive.
